So, as a Prime contractor, what are the requirements for you to MANAGE your Subcontractors in regard to Government Property?  What clauses or requirements need to be 'flowed down?'   Liability provisions?  Are subcontractors to be 'audited or assessed?'  By whom?  When and how?  Prime Contractors and Subcontractors need to knowledgeable and insightful as to the management and control requirements between the two parties that have privity!  As always -- Dr. Goetz will pose lots of questions and provide lots of answers with the accompanying regulatory references!!!
