Fleet Professional Interview of the Week

Michelle Kirby, CFFS
AKA “The Queen of FAST”

In fleet management, what is the one thing you would like to see developed or improved?
For the federal fleet, I would like for the Agency HQ Fleet Managers to have the budget and personnel support to really be able to focus on their fleets. Everyone is spread so thin that it's hard for the Fleet Managers to focus on their fleets throughout the year.

What one tip or lesson learned would you like to share with the fleet community?
With regards to the various FAST reporting cycles, start early and verify and check the data quality throughout the reporting process.

What advice would you give someone new to fleet management?
1. Get trained so you are aware of the requirements that pertain to all Federal Fleets. The Executive Orders (EO), EPAct requirements and Federal Management Regulations (FMRs) that apply to fleet management.
2. Spend time in the field with your fleet managers so you are aware of the challenges that they face and how you can help them. Communication across the board is critical.
3. Develop relationships with other federal fleet managers so you have a network of individuals to assist you. This can be done by participating in the Interfuels and MVEC meetings and attending FedFleet Conferences.

How did you become interested in fleet management?
I transferred into a different position here at the Idaho National Laboratory 17 years ago. The team that I was supporting was tasked to develop the Federal Automotive Statistical Tool (FAST) system for DOE FEMP and GSA. I did a lot of the initial testing of the system and helped put the first FAST on-line helps in place. From there, I guess my position just evolved into the FAST Help Desk for all the federal HQ Fleet Administrators. I love what I do, and I really enjoy helping others and getting to work with so many wonderful people. Attending the FedFleet conference and getting to put faces with all the voices is a wonderful experience. I am blessed to be able to work in the INL Transportation division, and to have many friends throughout the Federal Fleet community.
