The NPMA, in partnership with Mercury Associates, is proud to offer the first Certification for the Federal Fleet Manager. Certified Federal Fleet Administrator (CFFA) level training is designed for persons who have successfully completed the Certified Fleet Specialist training and who perform fleet management duties, either part time or full time, at the mid-organization level. 


The course presents new material and expands upon concepts covered in the Certified Federal Fleet Specialist (CFFS) course, such as environmental Executive Order requirements, understanding fleet costs, and the use of fleet data and performance indicators to improve performance. The following subjects are covered:

  • Intermediate Fleet Management 
  • Fuel Management
  • Fleet Risk Management 

17 Continuing Education Units (CEUs) are awarded for class completion.

3) Have worked in the area of fleet management for at least one year in three of the associated functional areas.

4) The CFFS, CFFA and CFFM expire five years from the date of issue.



·         NPMA uses the services of an independent proctoring company Kryterion. NPMA exams will be administered through Kryterion’s system


·         Exam will be one 75 question exam and will not be administered during the class 

·         Scheduling an exam appointment is made online directly with Kryterion. Learn more  

·         Exams can be taken online or at one of Kryterion’s testing centers. Both methods require an appointment.

·         If you would like to take your exam online after the class is complete, please do not make your testing appointment before 5:30 pm on the last day of

       the class. When signing up for your online exam, allow a minimum of 24 hours before your requested start time/date. 

·         Online exams require the use of your own laptop. Learn more about requirements for laptop/webcam/internet speed/firewalls.

·         Laptops used for online testing must have a webcam

·         If you are taking the exam at the course venue after the close of the class, you will be responsible for providing your own internet access either through

       your hotel room’s hardwired internet or by using your Smartphone as a WiFi hotspot.

·         NPMA will not provide internet access for testing.



Student Manual is included in registration fee. A PDF version of the student manual will be emailed prior to the start of class to familiarize yourself with the course content. Hard copy manuals are provided on the first day of class.


Important Registration Information

Please note: A minimum number of registrants is required to hold this course. NPMA will make the Go/No-Go decision at least 30-days out. If you are planning to attend, please make sure to register at least 45 days prior to the start of the course. Once the course is full to capacity, registration will close.


Payment must be received 45 days prior to the course. Registrants with pending payments 45 days prior to the first day of class must guarantee payment or may be dropped from class enrollment. Registrations are accepted within 45 days of class date however, payment must be received in full at time of registration.


Waiting on approval for registration funding? To guarantee that you have a spot in the course, it is highly recommended you register for the course as soon as possible. Upon completing your registration, choose bill me. This will generate an invoice and hold your spot while you wait for required approval from your organization.



  • In the event that you need to cancel your registration, cancellations must be received in writing to 45 days prior to the first day of course
  • No refunds less than 45 days before start date of class.
  • A refund, equivalent to the tuition rate less $75 processing fee, will be granted through this date; no refunds or course transfers will be granted for cancellations after this date.
  • Cancellation refunds do not apply to any course materials once they have been shipped.

Requirements for online classes

You must have the following equipment to register for this class:

  • Computer
  • Internal or external webcam
  • Headset with built-in microphone OR ear buds with built-in microphone
  • The ability to download the Adobe Connect App (free download available hereOR use Google Chrome with Flash enabled
  • Test your system before registering for the class or at least 45 days prior to the start date of class

No refunds will be issued 45 days prior to the start date of class, should technical issues keep you from participating.
