This class will focus on Federal Property Management, reviewing the life cycle from requirements to final record closeout.  This is an introduction to each life cycle phase, with discussion of their requirements, relationships and impacts on sound property management.  It applies principles from the fundamentals and intermediate body of knowledge with application to federal organizations.   

The class structure will be to review requirements and to discuss an application process of how an organization implements the requirements into their own organization and governance structure.   The class structure includes learning objectives, information presentation, exercises, discussion and reviews.  Completion of the class will result in the award of 20 continuing education credits and a Federal Supplement Certificate.

 

Topic Overview:

 

·       Scope and definitions of assets, property and associated controls 

·       The hierarchy of laws, regulations and authorities

·       Management roles, responsibilities, stakeholders, training, and communications

·       The asset life cycle overview, including standards

·       Acquisition, planning, funding, and methods of acquisition, including subcontracting

·       Receipt, identification, and recording, including distinctions for sensitive, controlled, seized, and classified assets, and assets containing data

·       Systems data elements and responsibilities

·       Accounting, including internal controls, capitalization, leasing, and internal use software

·       Accountability, including ownership, tracking, moves, transfers, and audit support

·       Management, including property in the control of contractors, inventory, and storage

·       Screening, excessing and disposal, including disposal methods

·       Overview of special assets such as weapons, vehicles and information technology assets

·       Discussion of performance and risks of a property program

·       Overview of definitions, acronyms, and references

 

Ms. Campbell is retired from a career as a specialist leader responsible for Asset Management Services and teams of property management specialists.  She is a certified property management professional, property consulting fellow, fleet specialist and a project management professional. As an industry leader, Ms. Campbell has supported NPMA for over 25 years, and speaks and teaches at National Property Management Association (NPMA) seminars and is currently the Chair of the Advisory Board to the NPMA Executive Board. 

Ms. Campbell’s experience includes line responsibility for property and materials management, providing asset management life cycle diagnostics, policies, procedures and process analysis, inventory and logistics management, data and record analysis, and data reconciliation. She supported financial, operational, and system owners and stakeholders by integrating responsibilities, procedures and systems/data, and by assisting in reconciliation between asset and financial systems.   She has performed these activities for federal organizations for the last 19 years and as a government contractor for the prior 18 years.  She was a certified teacher prior to her property career.
