Description:

Government regulations require contractors to establish and maintain processes for the control and accountability of government property in the possession of subcontractors. To satisfy these regulatory requirements, individuals responsible for subcontract property control processes must have an understanding of the contractual property control requirements. This class will provide attendees with an understanding of the contractor’s contractual requirements and responsibilities relating to subcontractor-held government-owned property. Class presentations and discussions will focus on the various processes that must be implemented by both the prime contractor and the subcontractor to ensure compliance to applicable contractual property control requirements. In addition, the process and methods that can be utilized in performing subcontractor property control audits will be discussed.

Conducting subcontractor audits.

Understand and identify the various contractual responsibilities of the prime and subcontractor.
Review and ensure that subcontracts contain applicable property control provisions.
Identify methods and perform subcontractor property control system audits.

Michael W. Jackson, CPPM

Mike has over 30 years of property management experience, working for both the government and private industry. He held the position of Government Property Administrator while working for Defense Logistics Agency and Air Force Contract Management Division. At the time of his retirement in 2007, Mike was Property Manager for Northrop Grumman Integrated Systems Western Region, Palmdale, California. Over the course of his career, he has received several performance awards. Mike earned an MBA from California State University, Bakersfield. He has been an active member of NPMA for over 25 years and has served as chapter president, treasurer, and national delegate.
